Asphalt Sealcoating in Mukwonago, WI
The Village of Mukwonago had 8,262 residents in the 2020 Census, up from 7,355 in 2010. Almost all of them live in Waukesha County, where the village sits mostly within the Town of Mukwonago, but 222 live in a slice that reaches into the Town of East Troy in Walworth County. The village grew up along the Mukwonago River around the Phantom Lakes, at the southwestern flank of the Vernon Marsh, and the Rock Freeway, now Interstate 43, made it an easy commute to Milwaukee once it was finished in 1972.
Housing followed the freeway. The Encyclopedia of Milwaukee notes that most residents of the area live in single-family homes built since the 1970s, and that housing units in both the town and the village rose by nearly 25 percent between 2000 and 2010 alone. Most of the ground here is glacial outwash. The Town of Mukwonago's comprehensive plan describes the soils around the area as mostly well-drained sandy gravel of the Casco, Rodman and Fox types, and the USDA soil survey maps the village center as Warsaw loam, Fox loam and Casco sandy loam, each formed over sand or gravel outwash. Water moves down through that material fast, so a driveway here is less likely to sit on a soaked base than one on clay. The exception is the low ground. The same plan puts Pella and Houghton mucky peat soils along the Fox and Mukwonago rivers and beside the Phantom Lakes.
Village code shapes the street end of every driveway. Driveways count as vehicle use areas and must be paved with at least two inches of asphalt or four inches of concrete, and a one- or two-family driveway may be 10 to 24 feet wide at the property line. Where a driveway crosses a sidewalk, the approach, new or replacement, must be concrete, and the village does not repair or replace drive approaches. Work in the right-of-way, including a driveway approach or curb removal, needs a permit reviewed by the Public Works Director. In practice, sealer stops at the concrete, and any approach rebuild goes through that permit first.

Is coal-tar sealer restricted anywhere in the Village of Mukwonago?
No. A search of the village's municipal code turns up no rule on coal-tar or high-PAH pavement sealers, and Mukwonago does not appear on published lists of Wisconsin communities with bans. That leaves the choice with the owner. For property near the Mukwonago River or the Phantom Lakes, asphalt emulsion is the conservative pick, since a USGS study of Milwaukee-area streams traced 42 to 94 percent of the PAHs in their sediment to coal-tar sealcoat.
Why does a driveway near the Phantom Lakes sink when one uphill holds its shape?
Because of what is under it. The Town of Mukwonago's plan places Pella and Houghton mucky peat soils in the low areas along the Fox and Mukwonago rivers and next to the Phantom Lakes. Houghton soils are organic material more than 51 inches thick and very poorly drained, with a water table that can stand above the surface between September and June. Organic ground compresses and stays wet, so asphalt over it dips and cracks however often it is sealed. Sealing still slows surface wear, but settled sections need base repair first.
How much salt does a Mukwonago sidewalk and driveway need?
Less than most people put down. Village code gives owners 24 hours after snowfall ends to clear the sidewalk in front of their property, and the Wisconsin DNR's guidance is that one 12-ounce coffee mug of salt treats an entire 20-foot driveway. Salt also becomes much less effective once pavement falls below 15 degrees, so early shoveling does more than extra salt.
