Sealcoat or Repave? How to Read a 20-Year-Old Waukesha Driveway

Age does not decide it. The cracking pattern does. Here is how the rating system Wisconsin towns use on their roads translates to a residential driveway, and where coating stops being the answer.

Age alone does not settle it

Asphalt does not fail on a schedule. A driveway that went in around 2006 may still take sealer well, or it may be past the point where a surface treatment does more than change the color for a season. The difference is not the date on the invoice. It is what the cracking pattern says about the layers underneath.

Sealer is a wearing surface. It slows oxidation, sheds water and brine, and takes the plow abrasion so the asphalt does not. It adds no measurable thickness and bridges nothing structural. Once the gravel base has stopped supporting the surface, sealer sits on top of a problem it cannot reach.

Borrowing the PASER bands for a driveway

Wisconsin municipalities rate pavement with PASER, the Pavement Surface Evaluation and Rating system published by the Wisconsin Transportation Information Center at UW-Madison. It runs from 10 for new construction down to 1 for failed, and every band carries a recommended treatment. A driveway is not a town road, but the distress descriptions translate directly. Walk the drive slowly and match what is there to the closest description:

  • Ratings 8 and 9: occasional sealed cracks, minimal raveling. Little or no maintenance required.
  • Ratings 6 and 7: longitudinal cracks open about a quarter inch, transverse cracks less than 10 feet apart, block cracking starting. Routine crack sealing, and consider a preservative treatment.
  • Rating 5: moderate to severe raveling with significant loss of aggregate. A preservative maintenance treatment is required. This is the last band where coating is the right call.
  • Rating 4: over half the surface block cracked, cracking in the wheel paths, rutting up to about half an inch. Structural improvement, not a surface treatment.
  • Rating 3: severe block cracking and the first signs of alligator cracking. Still structural improvement.
  • Ratings 1 and 2: more than a quarter of the surface alligatored, rutting around two inches, extensive failed patches. Reconstruction.

Alligator cracking is where the conversation ends

Of every pattern on an old drive, the interconnected web of small pieces is the one that settles the question. The PASER manual attributes it to failure of the surfacing under traffic loading and, very often, to inadequate base or subgrade support. It is a report on what is below, not on what is on top. Sealing over it hides the evidence for a season while the section keeps moving.

Scale matters, though. A single alligatored patch by the apron or in one wheel track is usually a local base failure that can be cut out and rebuilt. That is asphalt patching, not a tear-out, and a drive that is otherwise sound can be patched and then coated. Once the web runs across most of the driving surface, the drive has moved into the reconstruction bands.

Edges, low corners and Waukesha clay

PASER ties cracks within a foot of the pavement edge to insufficient shoulder support, poor drainage, or frost action. On the clay till under most of Waukesha those three arrive together. Water that will not leave the surface pools at the low corner, soaks into the base at the edge where nothing confines it, and freezes there.

That is why an aging driveway usually fails at the edges and the apron before it fails in the middle, and why grading and edge work belong ahead of any coating decision. A drive that is sound everywhere except a soft, crumbling edge is not a rebuild. It is a drainage problem with a repair attached.

The Waukesha calendar puts a clock on the answer

Whichever way the read goes, there is a deadline attached. In the NOAA 1991-2020 normals the Waukesha station averages 143.3 days a year with a low at or below 32 degrees F and 58.0 days whose high never clears freezing, leaving roughly 85 days when the surface freezes and thaws again. Every open crack cycles with it, and the month-by-month counts on the winter pavement data page put March at the top of that list.

Sealer needs pavement and air above about 50 degrees F, 24 hours above 50 after application, and 24 to 48 hours without rain. Those windows close fast. Normal October highs at the Waukesha station are 60.0 degrees F against lows of 39.8, and the first fall freeze is 10 percent likely by September 29 and 50 percent likely by October 13. A driveway that reads as a coating candidate is on a short clock. One that reads as a rebuild is not, and that work is better scheduled deliberately in spring than rushed against a frost date.

Acting on the verdict

A drive in the coating bands gets the work in order: rebuild any failed sections first, then crack filling on everything wider than about a quarter inch, then a driveway sealcoat over a surface that is finally watertight. Reversing that order buys a good-looking driveway for one winter and the same cracks in April.

A drive in the reconstruction bands is a different project. What moves the number there is square footage, how much base has to come out, equipment access, and how much drainage work goes in first, all covered on the pricing page. Can sealcoating fix cracks in an old driveway?

No. Sealer is a thin wearing surface, not a filler, and it will not bridge an open crack or firm up a soft base. Crack filling is a separate step that comes first, and anything alligatored needs the failed section cut out and rebuilt before either one goes down.
